Celeste Herrera Moreno is an attorney with extensive experience in administrative law, particularly in representing and defending municipal authorities in administrative litigation and constitutional (amparo) proceedings. Her practice focuses on the legality of administrative acts, tax procedures, and claims related to the State’s patrimonial liability.
Her professional background is closely tied to governmental entities, especially at the municipal level, granting her a deep understanding of the legal framework governing public administration.
In the administrative field, she has actively defended municipal authorities in matters involving the assessment and enforcement of tax credits, the legality of cadastral and urban administrative acts, and claims for state liability, on behalf of various departments of the Municipality of Chihuahua, including the Municipal Treasury, the City Council Secretariat, and the Department of Urban Development and Ecology.
In civil law, she has represented the municipality in proceedings aimed at protecting public domain assets against adverse possession claims and has handled disputes between private parties involving lease agreements and contractual obligations. In commercial matters, she has advised corporate clients in debt recovery through judicial proceedings, including the enforcement of negotiable instruments.
Celeste complements her legal expertise with an interdisciplinary and international academic background. She holds a Franco-Mexican Diploma in Litigation with a Gender Perspective, has pursued studies in Personalist Bioethics, and completed an academic exchange at Pan European University in Bratislava, Slovakia, where she focused on humanitarian law and legal communication in English.
Her commitment to human dignity and fundamental rights is also reflected in her humanitarian work, having volunteered at migrant shelters in the city of Chihuahua. This experience has strengthened her ethical approach to legal practice and her dedication to social justice.
