BIO
Carlos has a Law Degree and a Master’s Degree in Applied Public Management, with 21 years of experience in federal, state and decentralized public administration, and 7 years in the private sector in consulting and management.
He specializes in Administrative Law, Environmental Law and Water Management, Agrarian and Civil Law, Agreements and various types of Contracts. He also has experience in Strategic Planning, Management and Compliance Systems, Budget and Public Finance, and Institutional Processes.
He also has experience as a senior manager in the public and private sector, initiating, directing and successfully completing different types of projects. Among other matters in the public sector, he coordinated the ISO 9001 certification of all the processes of the public water and sanitation company of the state of Nuevo Leon and its distinction as an Entity Promoting Corporate Social Responsibility, being the only public company of its kind in Latin America with this type of accreditation. Participated in the integration and coordination of the three major strategic water and sanitation projects in Nuevo León prior to 2015 (Monterrey V and VI, and reconstruction after Hurricane Alex). Coordinated the drafting, until its enactment, of the Environmental Law in force in Nuevo León and the only federal decentralization of functions in wildlife and natural resources to date, and has participated in several institutional and regulatory improvement reforms carried out in Nuevo León in the last 20 years.
In the legislative field, he was technically responsible for the legislative process of opinion and approval in the State Congress of the last three state budgets of the first independent government in Nuevo Leon and Mexico (approved unanimously by all parties, in the context of the COVID pandemic) and participated in the process of dictating important legal initiatives and governmental public accounts.
In the private sector, he participated in the creation of the human resources and labor relations guidelines of Grupo CINEMEX as part of its founding team, and headed the legal department of the Mexican subsidiaries of the Spanish transnational Abengoa (Telvent). He has also been a legal advisor to public and private executives, and an expert in regulatory and compliance issues for organizations.
