In terms of the labor reform, published in the Federal Official Gazette on May 1, 2019 (“Labor Reform”), the local conciliation centers were to begin operating in three stages, two of which are already completed. As for the third, scheduled for May 1, it comprises the following states:

  • Ciudad de México
  • Coahuila
  • Chihuahua
  • Jalisco
  • Michoacán
  • Nayarit
  • Nuevo León
  • Sinaloa
  • Sonora
  • Tamaulipas
  • Yucatán

However, during the first ordinary meeting of 2022 of the Council for the Coordination and Implementation of the Labor Justice System Reform (“Council”), held on January 18, authorities of those states concerning the third stage requested an extension for the launching of the new conciliation centers, due to the lack of financial and material resources for their equipment and habilitation.

In response, the Council agreed to request Congress an extension that would enable the centers to begin operating as of October 3 this year.

If the extension is granted, all pending proceedings, as well as those initiated before the third stage centers become operational, shall be carried out before the Local Conciliation and Arbitration Boards under the prior legal framework.

Regarding the progress and results of the Labor Reform, the Council released the following figures:

  • In the 21 states where the new model is already functional, 76% of labor disputes resolve in the first conciliation hearing.
  • More than 18,000 conciliation agreements have been concluded to date.
  • As of January 2022, more than 14,000 files have been received, with an average resolution period of 5 months.
  • For the legitimization of collective bargaining agreements, more than one million workers have voted in 6,000 electoral events, and 2,951 agreements were approved.
  • The Federal Center for Conciliation and Labor Registration has concluded 944 wage review agreements, 511 employer replacements, 213 comprehensive reviews of collective bargaining agreements, 1,195 wage review registries, and nearly 700 registries of internal labor regulations.
