Yesterday, June 29, the Official Journal of the Federation (OJF) published the Promulgatory Decree of the Protocol by which the United States-Mexico-Canada Agreement (USMCA) replaces the North America Free Trade Agreement (NAFTA), as well as eight parallel agreements between Mexico and the United States, and the Amending Protocol the T-MEC (“Promulgatory Decree”).
The Promulgatory Decree, which will enter into force tomorrow, July 1st, includes the full text of the Protocol, the Amending Protocol and the parallel agreements, as approved by the Senate according to decrees published in the OJF on July 29, 2019, and January 21, 2020.
It is expected that in the next few days the regulatory framework regarding several chapters of the USMCA pending regulation will be published in the OJF, especially those concerning rules of origin and origin procedures, textile and apparel goods and customs administration and trade facilitation.
Similarly, the amendments to the Federal Copyright Law, the Federal Criminal Code, the Customs Law and the Law of General Import and Export Taxes, as well as the issuance of new laws, such as the Federal Industrial Property Protection Law and the Quality Infrastructure Law, all aimed at harmonizing the Mexican legislation with the content of the USMCA, are pending publication.
