Today, the Ministry of Communications and Transport published a clarification on what is considered as an essential activity within its sphere of competence:
A. In the area of Infrastructure:
(i) The conservation of toll free federal roads;
(ii) The Program for the Conservation and Rehabilitation of Rural Roads and Feeder Roads, and
(iii) The operation of the Toll Highway Network, of the toll-free motorways, as well as all those roads and bridges trusted to the governments of the states and municipalities for their operation, maintenance, conservation and surveillance
B. In the field of Transport:
I. Air:
– Safe Flight Certificates.
– Export and Airworthiness Certificates.
– Issuance of Air Service Operator’s Certificate (AOC), Renewal or amendments.
– Validation of the Air Services Operator’s Certificate (AOC) issued by a foreign aeronautical authority, its Renewal or amendments.
– Workshop permits, as well as the validation of workshops abroad that provide services to Mexican registered aircrafts, and its amendments.
– Authorization of sudden repair or maintenance work, as well as of work to be carried out abroad.
– Authorization of Overflights.
– Authorization of Rescue Flights.
– Authorization of Humanitarian Flights.
– Airport Services.
– Complementary services.
– Air navigation assistance services.
– Assignment and cancellation of public service aircraft registrations.
– Approval of insurance policies.
II. Railway services:
(i) The provision of the public service of rail transport of freight and passengers, as well as ancillary and support services for that service;
(ii) The rehabilitation and maintenance of railway tracks; and
(iii) Maintenance and servicing of railway equipment.
III. Federal transportation:
(i) Those related to the people and cargo transportation chain services, which are listed below:
– Federal passenger and cargo trucking services.
– Maintenance services of the vehicle fleet, supply of spare parts and related services.
– Cleaning and disinfection services for vehicles of all types, passenger terminals, inns, mechanical service stations and sale of diesel and gasoline.
– Operation of loading and unloading centers for all types of goods, as well as inns.
– Parcel and courier services.
– Towing, rescue and vehicle storage services.
(ii) Passenger terminals and verification units, auxiliary to federal transportation;
(iii) Supervision work in the main passenger bus terminals in the country, in charge of the General Direction of Federal Transportation and SCT Centers, currently focused on the application of sanitary measures issued by such administrative units, and
(iv) Issuance of provisional authorisations to move without metal plates, so that the units intended for federal motor transport can move and provide services while the health emergency in question persists, and the conditions that have led to the establishment of measures for the containment of the aforementioned virus persist.
IV. Maritime:
(i) Granting of permits and authorizations to vessels or naval devices that provide services related to the transport of passengers and cargo, as well as to the production and distribution of gas, oil, gasoline or turbosine
– Temporary permits for coastal navigation to foreign vessels.
– Authorizations for foreign naval devices to operate in Mexican marine areas.
– Permits for the provision of passenger transport services in navigable waterways.
(ii) Processing and granting of authorizations to act as a general shipping agent or ship consignee.
(iii) Humanitarian bridges.
(iv) Essential port works to ensure the proper functioning of ports, including private sector port projects aimed at creating strategic infrastructure for port operation and stimulating economic activity.
C. In matters of Port Operation:
(i) The operation of entry and exit of vessels, loading and unloading of goods and passengers necessary for the continuity of the provision of supplies, as well as the minimum/basic port services required for the attention to ships and their crew, abiding to established health protocols;
(ii) The provision of pilotage services and those activities inherent to the operation of vessels in port that require immediate attention by the Merchant Marine Services Offices dependent on this Secretariat; and
(iii) The authorization of amendment maneuvers and anchoring of vessels in ports, by the Merchant Marine Services Offices subjecto to this Ministry.
D. In the field of Communications:
(i) Actions to guarantee the continuity of the telecommunications and broadcasting networks so that the people may have access to information media and telecommunications services;
(ii) Actions to safeguard the security of critical infrastructure;
(iii) Continuity of social coverage projects;
(iv) Dissemination of information to the population on the rational use of telecommunications and broadcasting technologies;
(v) Postal and courier services provided by the Mexican Postal Service;
(vi) Satellite services for social coverage by TELECOMM;
(vii) Telecomm office services and services for the dispersion of resources for social welfare programs by TELECOMM;
(viii) Maintaining the operation of the Federal Government’s private network; and
(ix) Evaluation of technological development projects.
