Today, April 6, 2020, the Ministry of Health published in the Federal Official Gazette the technical guidelines related to activities described in subparagraphs c) and e), second paragraph of the first Section of the accord published on March 31.
These are the core points:
– Activities whose suspension may have irreversible effects will exclusively mean steel, cement and glass production companies, as well as IT services that ensure the continuity of computer systems in the public, private and social sectors.
The steel, cement and glass production companies shall keep activities to the minimum that avoids irreversible effects in their operation.
Accordingly, these companies shall inform the Ministry of Economy through the email address: [email protected] in accordance with Exhibit 1, within the following 24 hours as of the publication of these Guidelines, the total number of workers that, for this purpose, are essential.
– Steel, cement and glass production companies that have ongoing contracts with the Federal Government will continue their activities to comply with short-term commitments exclusively for the Dos Bocas (oil refinery), Tren Maya(Mayan Train) Aeropuerto Felipe Ángeles (Felipe Angeles Airport) and Corredor Transitsmico (Trans Isthmus Corridor) projects; as well as existing contracts considered essential for Petróleos Mexicanos (PEMEX) and the Comision Federal de Electricidad (Federal Electricity Commission).
– Regarding courier services, e-commerce companies and platforms are included.
– For companies required for the preservation, maintenance and repair of critical infrastructure that ensures the production and distribution of essential services: electrical energy.
– The coal mines will keep activities to the minimum, that meet the needs of the Federal Electricity Commission.
– For such purposes, they must inform the Ministry of Economy through the email address: [email protected], in accordance with Exhibit 1, within the following 24 hours as of the publication of these Guidelines, the total number of workers that, for this purpose, are essential.
– The coal distribution companies will keep their transportation and logistics activities to meet the needs of the Federal Electricity Commission.
– They will use a minimum number of workers for this purpose and must comply with the corresponding sanitary practices.
