On July 17, 2024, the State Climate Change Program for the State of Nuevo León (PECC, in spanish) was published in the Official Gazette of the State.
The objective of this Program, announced by the State Government, is to design and implement strategies, policies and actions that allow adaptation to climate change, through the rational use of natural resources, guaranteeing social well-being.
It will be mandatory for the Dependencies and Entities of the State Public Administration, the 51 Municipalities of the State of Nuevo León and, of course, for the individuals and legal entities involved in its scope of application.
The PECC has 7 sections that cover the Justification, the Strategy, the Problem, the Proposed Solution, the Expected Results and the Support Elements, and includes 25 strategies and 140 lines of action.
The Legal Framework of this Program corresponds to the Climate Change Law of the State of Nuevo León in accordance with the General Law on Climate Change.
The PECC will have an implementation period until 2030 with a long-term vision to advance towards carbon neutrality by 2050. One of the main challenges is the reduction of greenhouse gas emissions by between 21% and 33% in six years.
As a consequence of climate change, some of the climatic threats that affect Nuevo León are tropical cyclones, severe rains and floods, droughts, heat waves, urban heat islands, forest fires, frost, snowfall, cold fronts, and vector-borne diseases.
How could this affect the industrial sector of Nuevo León?
The program contemplates strengthening inspection and surveillance actions of commercial establishments (industrial, commercial, and service) that generate emissions into the atmosphere, as well as mobile sources. Industries will be urged to increase their glass recycling by up to 20 percent, to reduce the use of fossil fuels, and their water consumption, promoting the installation of more industrial water treatment systems, among other actions.
It is therefore important that these establishments take preventive measures and avoid sanctions from the authorities, in the face of more detailed environmental inspections, in the context of the aforementioned Program and the current Law.
